The Project Controls Symposium provides a forum for capital program organizations, academia, contractors, consultants, and technology professionals to discuss and leverage AACE technical materials and recommended practices to address the unique challenges in delivering capital and operational projects and programs in the energy sector. The symposium will be a value-driven, low-cost event to enable maximum attendance and participation. The net proceeds from each year’s event will be given to AACE’s Educational Endowment Fund to facilitate future growth in AACE and project controls.

Meet the Team
Ernesto Munoz - Chairman
Ernesto is an Associate Director for Turner & Townsend with 19 years of project controls experience in the upstream and downstream sectors of the energy industry. He has been a member of AACE International since 2015 and is currently serving as AACE-HGCS President.
In this time, he has performed both pre-contract and post-contract services on mega projects in Houston as well as on-site locations, primarily construction site based, undertaking quantity surveying, estimating, cost control, planning and supervisory roles. He has assisted in, independent quantity and progress validations, productivity and cost evaluations for various clients.
Natalia Urquiaga - Executive Director
Natalia works for Cost Engineering Consultancy as the VP of Business in the Americas. With roughly 9 years in the oil and gas industry, her expertise lie in project services/controls and business development. Natalia graduated with a Bachelor of Business Degree from Loyola University of New Orleans- major in Finance. She has been involved with AACE since 2012.
Shane Butt - Finance / Advisor
Shane Butt has been actively involved with AACE since moving to Houston in 2012. Shane is the Vice President Enterprise Systems at Omega Project Solutions and also the product manager for PIMS Contract Management. Prior to transferring to the US, Shane ran Omega’s operations in Australia.
Shane is looking to be even more involved with AACE, especially within the Houston Gulf Coast Section.
Shane holds an Electrical Engineering degree from the University of Western Australia in addition to that, he has been involved in the software development business for over 30 years. At Omega, Shane is responsible for the PIMS Software Suite.
Cesar Ramos - Program Chair
Career experience spent in the industry of Oil & Gas. Beginning from construction, then worked into engineering and front end engineering of Onshore, Offshore & Subsea work. 20 years in Project Controls responsibilities covered Planning/Scheduling, Risk Analysis, Progress Measurement, Earned Value, Cost Control, Procurement, and Estimating. He dedicated the ½ his career pursuing the expert level knowledge of advanced Planning/Scheduling methodologies & the future of Earned Value. (Oracle P6 & Risk Training & Consulting / Project Controls SME / Currently Consulting for Dow)
Robin Williams - Program Manager
A devoted practitioner of project cost development, Robin has 20+ years of experience in the oil, gas, and petrochemical industries. Robin has served in a variety of roles throughout his career and is now focuses on cost estimating and Front-End Loading quality assurance. His current role is advanced project cost estimator at Marathon Petroleum’s Galveston Bay Refinery in Texas City. He is the creator of the Innovate iPM blog and podcast which focuses on best practices and the future of the industrial project management.

Travis Burggraf- Sponsor Chair
Travis is a Senior Director for FTI Consulting’s Construction Solutions practice. Through his career, Travis has been a part of large, logistically challenging and schedule intensive projects which have required a systematic and collaborative approach to planning and execution. He has supported clients in the petrochemical, power generation, healthcare and telecom industries, develop new, practical methods to carry-out industry standard practices in order to meet individual project needs.
Additionally, Travis resides in Denver, Colorado where he is President of AACEi Region 5, Rocky Mountain Section.
Yemi Ibiyemi - Marketing Chair
Yemi is a young Project Services and Information Systems enthusiast. He is a graduate of Sam Houston State University with two masters degrees. He has seven plus years’ experience in providing project services, data management, information management and decision support to multi-functional project teams. He actively strives to expand his Project Services expertise and contributions. Yemi hopes to use his participation in Projects to advance and fuel the next generation of Project Services Professionals worldwide.
Valerie Venters - Registration
Valerie Venters has over 25 years of experience in Project Controls. Her primary focus has been Cost Management. Currently, she is working for Shell International Exploration and Production Inc. in the Project & Technology (P&T) Project Services group as the Cost Lead on one of Shell’s mega projects. Valerie joined AACE in 1997 and has been very active on both the local section level (HGCS), as well as the International level.
Lingguang Song - UH Construction Management Department Chair
Dr. Lingguang Song is Chair and Associate Professor of the Department of Construction Management at the University of Houston. He was a consultant for Fluor in estimating and project control. He teaches construction management and has primary research interests in project planning, control, and IT applications. He has worked on funded research with Department of Commerce, PMI, Fluor, Bechtel, Applied Bolting and other industry sponsors. He has published one book and sixty journal papers, conference articles, and technical reports on his research.
Josh Rowan - Advisor
A servant-leader in the energy and chemicals sectors, Josh has more than 15 years’ experience in execution of major capital projects and management of project teams. Josh is adept at blending strategic thinking with hands-on project delivery. He possess strong organizational and communication skills, recently leveraged to create a global project controls organization for a leading specialty chemicals company. Industry assignments include work as a contractor, consultant, and Owners Representative for major projects. Josh serves on the Board of Directors for the Construction Industry Institute (CII) and possess deep knowledge of the Independent Project Analysis (IPA) based capital work process, from Front End Loading through Execution and Construction. Prior to working in the industrial sector, Josh served in the US Army where he received the Bronze Star for combat leadership in Baghdad, Iraq and the Louisiana Emergency Service Medal for operational support during Hurricane Katrina.
